New SEC Regulation- Rounding Convention

This enhancement changes the logic of the EDGARF13 function to round dollar values to the nearest dollar instead of the nearest thousand in the SEC13F.PRN report output.

For example, the amount $523,124.79 was shown as 523 in both the ASCII reports (i.e., SEC13F.LNP and SEC13F.LNS) and the PRN comma delimited file (i.e., SEC13F.PRN). With this enhancement, the PRN file now shows 523125.

Note: This enhancement does not affect the reports SEC13F.LNP or SEC13F.LNS. It applies only to SEC13F.PRN.
